“Mob City,” a TNT miniseries, has a solid cast, especially the always-interesting Robert Knepper. However, this is merely a shell of “film noir.” It’s just not potent enough to keep you engaged. There’s plenty of noir out there, and this doesn’t add anything compelling to the genre. It’s not bad, but that doesn’t make it worth your time.
